Record what was visible, measured, heard, or tested, then label recommendations separately. Avoid unsupported claims outside the inspector's qualifications.

Include 'not inspected'

A required response for inaccessible or out-of-scope items prevents blank fields from being mistaken for acceptable conditions.

Escalate urgent conditions
